The RMDiv Spec7 Rules will have the following changes for the 2014 season.

1) Model years will include all 1979-1985 Mazda RX-7's. The 1979-80 models were originally excluded due to differences in the emission controls systems. Removal of emission control systems and the addition of the Racing Beat header a few years ago eliminates the difference in performance from the early days of Spec7. The 1979-80 engines were permitted with 81-85 emissions equipment starting in the 2004 season. Body parts are mostly interchangeable with the exception of tail lights, bumpers and a few trim bits.

2) Alternate radiators may be used. The exact specification will be the same as the Improved Touring Category Specifications 9.1.3.D.3.a. Basically, if it fits without modifying the mounting points you may use it. Some drivers have pointed to the availability and price and would like to be able to go to their neighborhood store for a radiator, As this is for the protection of the 12A which has a scarce supply of rotor housings the alternate radiators will be allowed.

I don't remember any discussion about a fuel cell. However, I do not have any problem with someone using a fuel cell as it does not provide any competition advantage. If that is what is needed for Vintage, have at it. It SHOULD NOT BE MANDATORY!
